Position: Head of FM and Capital Projects
Location: Civic Offices, 2 Watling Street, Bexleyheath, DA6 7AT
Start Date: ASAP
Contract Duration: 6+ Months hybrid 3 days on site requirement
Working Hours: 37 hours per week
Pay Rate: £ 66.67 Per Hour

Job Responsibilities
Lead and manage the strategy and governance for Facilities Management (FM) across the Council and partner services
Oversee FM operations, ensuring effective contract management and compliance with procurement processes
Ensure all building maintenance, lifecycle repairs, and upgrades are planned and delivered effectively
Support delivery of energy efficiency initiatives, including net zero and sustainability improvements
Develop and implement property asset management plans in line with legislative and regulatory requirements
Ensure Council property assets are regularly inspected, maintained, and kept in good condition
Ensure compliance with all statutory, regulatory, and health & safety requirements relating to Council-owned property
Commission and manage contracts with external suppliers and contractors, ensuring value for money
Procure specialist services where required and ensure appropriate contract governance
Monitor contractor performance to ensure delivery against agreed standards, budgets, and timelines
Provide clear, timely reports and professional advice to senior officers and elected Members
Support effective management of Council property and land assets, maximising operational and financial value
Ensure risk assessments and remedial actions are completed for all relevant properties
Maintain strong oversight of budgets and service performance across FM and capital projects
Work within Council governance frameworks and ensure compliance with internal constitutional requirements
Person Specification
Must-Have Requirements
Degree (or equivalent qualification) in Facilities Management or a related discipline
Proven experience in senior Facilities Management and/or capital projects leadership
Strong knowledge of building asset management within a public sector or large complex organisation
Experience managing contracts, procurement processes, and external service providers
Strong understanding of statutory compliance relating to property and estates management
Experience delivering maintenance, lifecycle works, and capital improvement programmes
Ability to manage budgets and ensure value for money across services
Strong stakeholder management skills, including reporting to senior leadership and elected Members
Excellent communication, leadership, and decision-making skills
PRINCE2 (or equivalent project management qualification)
CIWFM or equivalent professional accreditation
Eligibility to work in the UK
Minimum 2 years’ employment references/work history
Ability to work 3 days per week on site in Bexleyheath
Experience delivering net zero or sustainability-focused property programmes
Experience within a Local Authority or public sector environment
Strong understanding of energy management in buildings
Experience managing large-scale capital works programmes
Additional property or asset management qualifications
Experience working within formal governance frameworks and Council constitution requirements
